"Is Present Youth Policy of India Efficient in Reaping the Demographic Dividend?"

The current youth policy talks about a holistic vision for Indian youth. It aims to empower the youth of the country to achieve their full potential, and through them enable India to find its rightful place in the community of nations. In present context, the country is witnessing a historic demographic shift and in order to take a mileage out of it, we need to harness the latent energy of the youth of this country. This needs an overarching framework that is comprised of both leading and lagging indicators. But a burning question is whether the current youth policy of our country is systematic and organized enough to synergise the interest of youthful population. This is a debatable issue and invites for and against views on the youth policy. This Inter-University National Debate intends to arouse the thoughts of young minds and draft some concrete recommendations to strengthen the current youth policy of the country.


  • The debate will be conducted in Hindi & English separately.
  • Each participating university is entitled to send two teams of two participants each (Hindi & English), one speaking ‘for’& one ‘against’ the topic.
  • With the motive of constantly promoting & encouraging new talents to such platforms, all the previous participants who have secured first position in this contest are not allowed to participate.
  • Boarding & lodging arrangements of the participants and staff escorts will be provided free of cost only for the duration of the event (i.e. January 14 and 15, 2018).
  • TA/DA of the participants and the escort are to be borne by their respective institution.
  • Female participants may be accompanied by a teacher in-charge. The in-charge will be accorded with the usual hospitalities.
  • A letter of confirmation of participation from the concerned authority of the participating university is mandatory.
  • Last date for registering for the Debate is December 15, 2017.

  • The debate will be conducted in Hindi & English separately.
  • Each participant will be given 5+1 minutes to speak. There will be a question-answer round after the participant has finished his/her speech.
  • The questioning will be restricted to one minute and the response should be completed in the next two minutes.
  • Participants with written speeches will not be eligible for prizes. However, a slip of paper, bearing only the key points, shall be permitted.
  • There will be a winner’s shield in each category. Individual prizes of Rs.3000/- & Rs.2000/- will also be awarded to the winner & runner-up respectively in each category. Participation certificates shall be awarded to all the participants.
  • Pantnagar University team will contest for individual prizes only.
  • The Certificate of Participation will be awarded to all the participants.
  • Decision of the judges shall be final & binding.
